Do you want to learn to play the guitar? Acoustic or Electric? Strumming, Flatpicking, or Fingerpicking? Rhythm or Lead? Do you want to sing and play at the same time? Can you name 3 songs that you'd like to play?
Do you have a decent guitar? Most beginners think that a guitar is just a guitar, but there is a quality issue that needs addressed. Electric or Acoustic doesn't really matter, but if your instrument won't stay in tune or has physical problems such as buzzing strings or high action you need to go to a music store and get help or find another guitar player who can help you. The other factor is the sound that the instrument makes. Acoustic guitars have a wide variety of sounds, but for a beginner you shouldn't worry too much about it as long as your guitar sounds like a guitar. If you've got an electric then the sound will rely upon your effects processor.
Alright, assuming you know what you want to play and you have a playable instrument, let's begin. These instructions will assume that you're strumming an Acoustic guitar. Flatpicking and Fingerpicking are just advanced strumming, so learn strumming first. If you want to play metal on an electric I suggest you lookup how to Drop D tune, learn what a power chord is, and within a few minutes you'll be playing half the songs on the radio.

You're going to need a friend, a teacher, or some charts and helps off the internet to show you the following foundational things. Music books from music stores are generally useless for beginners so don't waste your time there. Use the internet instead.
You need to learn the names of the parts of a guitar.
You need to learn how to tune a guitar and memorize each string's note.
You need to learn why the 5th and 12th fret are important.
You need to learn the difference between 3 and 4 beat time.
You need to learn how to read guitar tabs.
You need to learn the concept of a Capo.
You need to learn the concepts of song transposition.
You need to learn the 9 basic chords (D, A, E, G, C, F, Em, Am, Bm)
and the 4 less common (B, Dm, Cm, F#m).

Once you know the basics above you will be able to play virtaully any song ever written. Practice and additional education of fretboard logic will make you a really good guitar player. Playing with someone will speed up your progress.
